      I don't use server flags at all. I have this as my Server Layout.

Section "ServerLayout"
  Identifier    "Default Layout"
  Screen "Default Screen"
  Screen "Default Screen2" RightOf "Default Screen"
  Option     "Xinerama"
EndSection

In your case I think it would be:

Section "ServerLayout"
  Identifier    "Default Layout"
  Screen "aticonfig-Screen[0]-0"
  Screen "aticonfig-Screen[0]-1"
  Option     "Xinerama"
EndSection
