Looks like hackage and darcs.haskell.org are both back up. For future reference, we've changed xmonad's dependency policies such that one should be able to use the latest released version of X11 to build xmonad. If there are docs that say otherwise, please let us know and we'll update them.
On the topic of X11 deps; what's the status of my Cursor stuff in contrib? The stuff that actually depends upon the newer X11 doesn't seem to have actually made its way into XMonadContrib yet - http://thread.gmane.org/gmane.comp.lang.haskell.xmonad/8348
