
Latest on this is that it looks like it's a Ubuntu specific problem,
as debian is not affected. Nafai, in irc, took a look at the code for
ubuntu's diff against gnome-workspace-switcher and found some
suspicious looking stuff. It looks like they are special casing
compiz, and metacity, and not bothering to deal with other (compliant)
window managers.
Nafai was going to look into it some more when he had a chance and try
to work up a decent bug report for ubuntu devs - me personally - I
could see there's something fishy in the code, but not enough to point
to where they specifically screwed us.

I just upgraded to Karmic this weekend and am experiencing the same thing. Have you gotten any further with this yourself? (I didn't see any other related activity on the mailing list.)

sjanssen spent some time with me last night poking at this, and recommended I post to the mailing list. Attached are some xprop readouts he asked for: xprop -root for compiz with 2 desktops, metacity with 2 desktops, and metacity with 9 desktops.
I'd think it was just something broken with Karmic, as it's being worked on - but since the workspace applet works correctly under compiz and metacity, I have a feeling that the changes are on purpose, and would like to bring it to your attention.
One additional tidbit of info that may or may not have any bearing - after I changed the number of desktops under metacity to get the xprop reading, when i attempted to go back to xmonad using .gnomerc, xmonad would not start. I had to delete my .gconf directory to get things to work again.
