I can't see a reason why this is happening. There's one subscription to the bug tracker on mailman. If you do explicitly ask to follow a ticket, you'll get duplicates, but the list in general should not see dupes.
FWIW I've been seeing duplicates of some (not all; mostly, new issues) messages from the BTS. Since my mailer *does* remove duplicates by message-id, evidently something odd is happening.
