The issue of the stack of tabs moving when you focus another one is mostly resolved with this one: as long as you don't rearrange one window of a group of tabs (ex promote it to the Master position). Allows arbitrary windows to be combined into tabs groups. The group focus follows the StackSet focus, and groups can be combined with a simple message. Currently the Merge message's parameters can only be provided by a new WindowNavigation message (Apply).
