Hullo,
so here's XMonadContrib.FindEmptyWorkspace. It does pretty much what one would expect: finds an empty workspace and views it or tags windows to it. See the patch for details
Attached is also a patch to make DwmPromote compile against darcs version of XMonad.
Both applied.
