[xmonad] Changing the default for toggle messages?

I have a keybinding setup for ToggleStruts so I can control gnome-panel's visibility. By default, gnome-panel is visible on all desktops. Is there an easy way to have gnome-panel be invisible by default? I like to have it available but 99% of the time I'm not interested in it. -Joe G.
