It does let you set it, but only after you've created the bug entry: add a comment, go down to the tags, remove the Type-Defect tag and add Type-Enhancement. See the response to your comment for an example. It's rather annoying that the new bug template talks about the tags but fails to mention that modifying tags must be done in a separate comment or possibly by adding the magic footers at the very end of the message.
