Push patches for cabal-install to cabal-1.2

These two patches in cabal head should be pushed to the 1.2 branch to make cabal-install work with 1.2. We really want cabal-install to be buildable on GHC 6.8.1. I haven't done it myself since I don't have the setup for validating GHC stable patches at the moment.
