Fixes a problem where installing a set of packages where several depended on the same package would give us a ResolvedDependency list containing multiple copies of that package. The DepGraph was expecting unique packages. Resolving package deps and generating install plans needs more thought and better specified invariants. For console output we use ordinary putStr etc and we'll just hope that haskell implementations catch up and deal with that sensibly. Don't assume captured program output is UTF8, use the default encoding. So we use binary mode IO along with UTF8 encoding and decoding only for file types that we specify to be UTF8, which are .cabal files and .hs/.lhs files only. Which is perfectly fine and appropriate most of the time, but harp's cabal file mentions 'License: PublicDomain'. Strictly speaking, PublicDomain isn't even a license. For there to be a license, there must be copyright, and public domain is by definition the lack of copyright. Even if you don't buy this, it still would not make sense to want a license file, as it cannot say anything that the words 'public domain' do not (hence, needless and wasteful). So Cabal is implicitly encouraging something which is wrong-headed or pointless. We should check strictly for errors when we decode instead, though it's nice to do that where we have some kind of error reporting infrastructure which is why I've added it to the parser for the moment. The current error message is not too bad, as it reports the line number.
