Hackage Accounts

I have a question for Ross Paterson, namely do you decline an account request, and if so, what reasons do you have for declining an account request? I mean, I would guess the current process doesn't attract spam account requests, and it's hard to see how you would know that a given account has malicious intent... Best, Leon
