 If you look at {9}, and there are minor- and normal-severity tickets of
 the same prioirity for a particular component, you will probably notice
 that the minor ones come before the normal ones. This leads me to suspect
 that they are sorted in alphabetical order rather than the order
 configured on
 http://hackage.haskell.org/trac/hackage/admin/ticket/severity, which is as
 it should be (though the gaps in the numbering are a bit disconcerting).
