This removes the now needless Platform argument from frAllocateReg, frGetFreeRegs and frReleaseReg. frInitFreeRegs keeps its Platform argument: the initial allocatable set is genuinely platform-dependent, see Note [Aarch64 Register x18 at Darwin and Windows].
