DPH is no longer built by default, see: "[https://www.haskell.org/pipermail/ghc- devs/2014-August/006189.html I'm going to disable DPH until someone starts maintaining it]". Since then, these [https://phabricator.haskell.org/D302 commits] were made to fix the DPH build.
