Chuan-kai Lin uses 'effect basis' in the ICFP paper on the Unimo monads, otherwise I've seen 'operations' used. I'm on the fence for 'effect basis' vs. 'non-proper morphisms', but biased against 'operations' (as its not sufficiently characteristic).
