have a look at the getArgs IO action from the standard System
module (http://haskell.org/onlinereport/system.html):
foo$ cat runner.hs
module Main where
import System
main = do
ls <- getArgs
print ls
foo$ runhugs runner.hs test
["test"]
foo$
