[Xmonad] darcs patch: implement Spencer's decoration suggestion. (and 1 more)

Hi all, Here's a couple of patches implementing Spencer's suggestion for dealing with window decorations. Other patches will be coming to XMonadContrib to actually make use of this (and demonstrate its sufficiency). I haven't actualy tested it yet with anything beyond the creation of decorations.
