Maybe we should allow using slashes for specifying hierarchy. But nevertheless I think that page names shouldn't be "mnemonic", so I would, for example, use "Books and tutorials" instead of "Books".
Short and nice URLs without too many %20 are a nice thing to have.
For URLs, MediaWiki converts every space into an underscore. So if the page name is "Books and tutorials" then the URL is http://haskell.org/haskellwiki/Books_and_tutorials.
